The 5th “Russian PPP Week” Infrastructure Congress will take place in Moscow on 24–27 April

The 5th “Russian PPP Week” Infrastructure Congress will take place in “Digital Business Space”, a new high-tech space, on 24–27 April 2018. The event will be organized by the National PPP Development Center and “Roscongress” Foundation with participation of relevant federal ministries and support of the Chamber of Commerce and Industry, “Business Russia” public organization and the Agency for Strategic Initiatives.

Russian PPP Week is the largest event in Russia and the CIS dedicated to the issues of investment attraction for infrastructure development and realization of PPP projects. “This is the forum where representatives of the authorities and the business community jointly look for solutions to problems pertaining to the development of public-private partnership” – this is how Prime Minister Dmitry Medvedev characterized the event during his welcome address at the opening of the Russian PPP Week last year.

In 2017, the attraction of non-budgetary investments for the development of public infrastructure became one of the priorities of state policy. Russian President Vladimir Putin instructed the Government of the Russian Federation, assisted by federal executive bodies, to adopt a program of “Infrastructure Mortgage”, which will contain a complex of measures aimed at attracting infrastructure investors and increasing the number of PPP projects realized in Russia.

The main topic of the Russian PPP Week 2018 will be the changing of approaches to infrastructure planning and setting of priorities on the federal and regional levels. The congress agenda includes prospects of formation of regional infrastructural plans, creation of additional measures of financial support and their correlation with the existing mechanisms, development of tools for pre-project financing, elaboration of standard PPP solutions, finding optimal models of risk allocation and ensuring investment repayment in infrastructure projects. Topics discussed at the Russian PPP Week cover many areas, including projects for the construction of roads and railways, bridges and overhead roads, modernization of housing and communal services, beautification of urban environment, creation of modern infrastructures for healthcare, education and social services, development of agricultural and defense complexes. It has become a tradition to present the Regional Rating of PPP Development during the congress. The rating’s method is taken into account by the Russian Government in assessment of efficiency of the governors’ investment activities and is one of the indices included into the National Investment Climate Rating.

Over 70 Russian regions annually send their delegations to participate in the congress. The overall number of Russian PPP Week’s participants exceeds 1 500 people, among which there are representatives of federal and regional authorities, CEOs of banks and commercial enterprises, financial and legal consultants, leading Russian and foreign investment and PPP experts. Media coverage at the event is performed by approximately 150 journalists from federal and regional media outlets.
